In 2006 Moscow-based Midland Development retained Amenta & Co. to evaluate the market / investment potentials and illustrate the adaptive reuse of a Czarist Palace in the port of Odessa as a luxury hotel and residential condominiums. Seaman’s Palace is located at the top of the Potemkin Steps along an esplanade of 19th Century mansions, overlooking the coast of the Black Sea, famous for Russian resort holidays.

Onerous constraints limit the “highest-and-best” economic utilization of these buildings, emanating from zoning and historic preservation considerations. Numerous, hotel / residential configurations were tested within the permitted jurisdictional envelope, limited in height by the Opera House and in bulk by sun cast shadows and zero lot-line conditions. Negotiations are in progress with several international hotel brands at present.
